Meadows Shopping Centre redevelopment
The developer Dominus has submitted a planning application to redevelop the Meadows Shopping Centre and some of the surrounding land and buildings. This includes the redevelopment of buildings fronting onto the High Street and Springfield Road.
The development also proposes redevelopment of the Council-operated surface car park to the south-east of the shopping centre and some modifications to the Q Park multi storey on Baddow Road. The proposals do not seek the removal of High Bridge Road or Cater House.
This is a hybrid application, which means the applicant has submitted part of the scheme with full details and part of the scheme in outline. An outline application means we are only considering the principle of development. If we accept the development in principle, the applicant would then apply for further planning approval(s) to agree the details at a later date.
The area of the site which is currently the Council-operated surface car park is the outline section of the proposal, so the developer has submitted less information about that area. The remainder of the proposals are seeking full planning permission, so there is more detailed information about those parts of the scheme.
The development as proposed would consist of demolition of existing buildings and structures for the phased construction of:
- new retail, commercial and community space
- public realm
- mobility hub
- 537 homes in full application and around 225 homes in the outline application

This application has been subject to a four-week statutory consultation period until 20 September 2024. The consultation is now closed.
